Draft Quality Protocol – Processed Fuel Oils
Eco-Oil is working with industry and the Environment Agency on the development of the Quality Protocol for processed fuel oil.
The Environment Agency, in partnership with WRAP (Waste & Resources Action Programme), has recently completed a public consultation on the draft Quality Protocol for processed fuel oil produced from waste lubricating oil.
A Quality Protocol is a formalised quality control procedure. It outlines how producers can demonstrate when a waste becomes a recovered resource that can be marketed as a product in its own right.
This Quality Protocol will provide clarity to industry about how to recycle waste lubricating oil and aims to help increase the amount of oil which is fully recycled, therefore creating benefits for business and the environment.
The next steps

The Quality Protocol was sent for review by the European Commission’s Technical Standards Committee on the 7 August 2009. This process is expected to take three to six months.

Development of new test methods for heavy metals.
During this time the regulation of the production and use of processed fuel oil materials will be carried out in accordance with the interim regulatory position statement.
This Quality Protocol will only apply in England and Wales.

Consultation on Waste Framework Directive Review
DEFRA invites views on the transposition in England and Wales of key provisions of the revised Waste Framework Directive (WFD) (Directive 2008/98/EC). The revised WFD re-enacts, repeals or revises three existing Directives: the existing WFD; the Waste Oils Directive; and the Hazardous Waste Directive. The specific requirement for recovery of oil by regeneration is replaced by the Waste Hierachy which still prioritises the recovery of base oil for use by the lubricating industry over and above the production of fuel.
