The Controlled Waste (Registration of Carriers and Seizure of Vehicles) Regulations 1991

All companies or individuals who carry waste from the site of the waste producer to its appropriate transfer or disposal facility must be registered with the Environment Agency or the Scottish Environment Protection Agency.
